Methodology & Stages of Work
The
Islamic political movement passes through a set of defined
stages to reach its goals and vision, based on the seerah of
prophet Muhammad (saws), unanimously agreed upon by various
scholars, political parties and organisations, with the only
difference being the terminology used to describe them, fiqhi
reference points and the number of sub-divisions. The main
source of divergence between them occurs on the issue of how to
obtain governmental power in order to implement their agenda -
the majority again agree upon a peaceful method of doing so.
The main stages can be described :-
1.
Identification of the root cause of problems within Muslim
society, the proposed solutions and a comprehensive way forward.
This has been identified as the absence of the Islamic system
(which consists of a cohesive, integrated system of political,
education, economic, social, judicial and defence systems) which
has been divinely revealed to solve the contemporary problems of
mankind.
2.
Establishment of political organisations and parties which will
work towards
re-establishing the Islamic system within Muslim society based
upon the shariah principles, ideas, values, concepts and
methods. To prepare & culture individuals and teams of people
who believe and adhere to the collective vision of Muslim
society.
3.
To propagate to the masses the need for a modern Islamic system which will solve the contemporary problems within Muslim
society.
4.
To look for opportunities and utilise appropriate mechanisms to
obtain governmental power. The methods and mechanisms proposed
are :-

Electoral Shurah Process - Most organisations believe they
should prepare candidates and parties for elections, which
will seek votes from the public, with the majority winning
power and thus implementing their political agenda through
formation of a new government (usually for a period of 4-5
years).

Mass Participation - Some organisations believe in
culturing (educating) the public masses until the people are
sufficient in number to automatically take power in a
bloodless, peaceful coup. They believe the current political
system is unislamic and therefore would never allow any
Islamic party to obtain power ever through elections.

Bloodless, Military Coup - Some organisations believe
the main reins of power in society lie with the military and
therefore convincing them to take power through a coup
d'etat and implement an Islamic system is the only way
forward. They believe the current political system is
unislamic and therefore would never allow any Islamic party
to obtain power ever through elections.

Physical Opposition - A small minority of
organisations believe that by physically opposing 'unislamic'
governments is the only way to obtain governmental power,
but this technique has largely been reserved for war torn
areas such as Afghanistan, etc.
There maybe variations of the above four themes, but they will
still broadly fall into the above categories.
The
majority of muslims believe
that the way forward is to win
the hearts and minds of individuals, public masses and
intelligentsia for the implementation of an Islamic system, and
then through peaceful mechanisms such as the electoral system
directly or through alliances, cooperation & partnership with other like-minded organisations to seek public approval for the establishment of a
modern government which will serve the people and cater for
their needs. Most parties and organisations are engaged in all of the above four stages
simultaneously to varying degrees of success dependent upon
ability, resources and capability.
